I explained his background and abilities in the previous pic I did of him. This is copied from there:
'Enforcer is essentially a super-powered law-enforcement officer. He is the product of the top secret government-funded 'Project: Enforcer'. He was granted enhanced stength, agility and healing abilities after being injected with a series of experimental drugs and serums. Unfortunately, the project also erased his memories, leaving him with no knowledge of who he was before he became the Enforcer.'
