This is Lex when he is super charged by his Ion Energy.

After some intense training Lex found that he could mix his normal Electricity with his Ion Energy, still the attacks would be Ion Attacks as Ion Energy is stronger than Electricity but with the added mix of his Electricity it greatly reduced the risk of a detonation with his stronger Ion Attacks.

Entering this Super Charged state he gains a boost in speed and power. The combo of energy makes his longer than usual head hair to stand up, similar to a Super Sayain.
