Holy shit! Toxic Avengers!!
I remember him now...and theres was that scientist/surfer two headed guy, the big nosed pilot (I used to have the figure...it had glow in the dark slime/not that could come out of his nose!), and that commando dude with the leaf on his face! And of course, Toxie!

Heheh, actually its Toxic Crusaders. Toxic Avenger was the movie. That anthro dog is Junkyard, the two headed guy is Headbanger, The big-nosed one is Nozone, and the commando dude is Major Disaster.
