This is a character named Qualiam, a combination of Q and William, he has both of their memories and personality traits.
He is a blue color and has no wings despite being part Latios, he has similar powers to William, making ink follow his arms, but in a added effect, causes transparent like cubes appear, then the ink appears, following the path. So its kinda double hit.
