Still trying to work through this art block. Figured I'd draw some poke mans since I haven't in a while. ^^ Character is Xeno, one of my mewtwo characters.

Mewtwo is to the second gen mewtwos(mewthrees?), as Spartan IIs are to Spartan IV's

So it looks like there is at least two different metwos offically cannon mewtwos
Mewtwo (Japanese: ミュウツー Mewtwo) is a major character in Genesect and the Legend Awakened. It has a similar background to the Mewtwo who was in Mewtwo Strikes Back, but it is a distinct, separate individual.

Two different Mewtwo appear in the manga adaptations of the first and sixteenth Pokémon movies.... Mewtwo has a similar origin and personality to the Mewtwo that appeared in the anime. It was created by Team Rocket scientist Blaine in Tauros the Tyrant, who added his own human DNA to Mewtwo to finish its creation when Mew's cells weren't enough.... Shu's father has a Mewtwo.

Basically. The collar is more of a dampening device so he doesn't damage anything if he loses control of his powers.. <v> And yeah he just sort of ...ended up being very femme. It was an accident but Mewtwo's anatomy sort of lends itself to that. Though it's likely just my style too idk. I also don't min when people screw up his pronouns because I understand XD
