This is Ryland"Rue" Malcolm. I was inspired to create him while playing inFamous: Second Son. So, while he doesn't exist in the universe, I could easily put him within it as I may or may not having given him Neon powers. The vitiligo I didn't come up with til I happened to ring through a customer at work who had it. For my first time implementing vitiligo I feel rather proud of myself.
