Heya and sorry for the late reply!
I usually have a rough idea of the image in mind that I'd like to draw. I then make sure that I don't put too much stuff into the background that could distract the viewer from the main focus. I also choose colors that complement the colors of the character. For more detailed backgrounds I choose shapes that lead the eyes towards the character and I generally stop when I'm happy with the background and when the composition works. :)
