It's sort of a joke.
People say it when they want to imply something is edgy. Edgy being a ironic term for something/someone that are trying way to hard to come off as cool to a degree that it just becomes cringe-worthy.
Good examples are:
- People posing in dark clothes and edged weapons like swords, katanas, knives (often weaboos)
- Characters with lots of piercings, dark clothes and accessories like chains, fingerless leather gloves etc.
- Just stuff like this in general
