You know, I actually don't know about that (i.e. the actress or actresses). The title mainly came from the strict, literary inspiration directly out of Roald Dahl's book. (i.e. 'Charlie and the Chocolate Factory')
BTW, in an early draft, he was originally going to call her 'Gonorrhea' instead of Veruca. :P

...I'll also admit that the inspirations that DID come out of the film adaptation(s) were juxtapositions of the infamous YouTube videos of Big Red shouting down demonstrators with: "Shut the fuck up!!! I'm reading, fuckface!" and the aforementioned Veruca Salt from the film adaptations(s) having her "I want it NOW!!!" temper tantrum.
