In Sai, you can apply a texture to a brush, so it gives you that texture while you paint with that specific brush. It's similar to having a textured canvas, but easier to control (for example, I wanted the background gradients and solid areas of colour to be mostly smooth, with texture only in certain places). The lighter the stroke, the more the texture comes through.
What art program do you use? There should be an equivalent method for Photoshop and others.
