
A middle ranking member of Phalanx, the Jackal mutant cyborg is actually very old despite his appearance. After Project Resurrection was nearing completion, it was decided that perhaps the mutations augmented by the original 60 could appeal to others for commercial opportunities. Delta along with two others, Sigma and Theta, were selected for this project and willingly mutated to serve this purpose. Today, Delta serves under Lady Avice as her personal adviser and loyal bodyguard.
Delta specializes in the fighting style of the javelin. He owns a special cerium steel vibro spear, which can do lethal damage with its sonic vibrating spear head. Armed with a EM body shield as well, he is a force to be reckoned with against Kannist weaponry.
His power is also quite lethal too: mental telepathy. Telepathy is one of the most basic yet creative and deadly powers in the Mutant 59 universe. Telepathy is an electrical based psionic power where one uses invisible electrical streams to "connect" with another living creature and start a two way conversation using their mind. Depending on the strength of the telepath, they can even connect with multiple people and talk with everyone like they were in an electronic chatroom. So now, you're thinking...well how on earth is this power so deadly?
Well, telepathy has a volume, like a voice. The volume is increased or decreased based on how much PEUs is being used to transmit a message. As the volume increases, the person starts getting a severe headache. A little louder, and brain damage occurs. At maximum volume, the person dies. This is called the Telepathic Scream, and is a telepath's most deadliest weapon. How effective it is depends on the nervous structure of the creature they're communicating with. For instance, simple creatures like frogs and bugs would find their heads or bodies explode from a telepathic scream, while more complicated creatures would only get a major headache. This attack can be used on a single target or on multiple targets during a group chatting...and the telepath can't control who he hurts or doesn't, so he must pick his targets carefully.
Another factor that makes this power deadly is that telepaths can use electric-powered devices to increase their range. Though it has little effects on radioes and televisions besides some extra interference, a telepath can connect with a television to reach targets from considerable distances...assuming they can find a target. Like all powers psionic based, this power is suppressed with insulators and amplified with conductors.
Delta puts his powers to good use, serving his masters faithfully. However, he often questions the ambitions and decisions of Mutant Zero. He fears Mutant Zero is making decisions that should be left to Gods, and that Mutant Zero is trying to hard to become more like a god. He never approved of overthrowing the United Earth Federation or dehumanizing their human slaves at all...but he's afraid to speak out under penalty of death. Only Avice and Theta seem to understand.
