I always figured that given modern media's tendency to sound-bite and shortening buzz-words, it was a common use clipped/shortened name of the All Mammal Inclusion Initiative. Some kind of equal-opportunity program/law that prevented job discrimination based on species, hence Judy as the first rabbit police officer, a field which seemed to be dominated by the larger size mammals.
Or maybe it's that smart reptiles, avian, and insects don't exist in that world.
I think part of it was having way too many different animal species to contend with when making the movie, so they whittled it down to just mammals, since we as humans probably identify more with mammals than other classes of the phylum of which we're a part. We're mammals, too.

they made a point out of "no monkeys"in Zootopia, because they have no humans ergo no monkeys.
as for birds and reptiles they are not mammals, and that was the focus of the movie
the "mammal inclusion intuitive' focused mostly on pray animals in non traditional roles that were usually filled by preds.
glad they lost the "tame collars", but too bad they also lost "wild times" that i think would have been cool at least the building it was housed in made it into the movie behind nick when Judy came looking for him.

Disney said they didn't include other genus like avians and insects because it complicated the food chain. Officially in Zootopia everyone is either a vegetarian or eats insects. We can't have Zootopians eating other Zootopians so insects were out, and since many avians are meat-eaters it got confusing.
I miss buddy cop movies . . .
I'm currently watching Dexter, the thought of a Zootopia crossover did cross my mind. A running theme in Dex is killers can "feel" other killers, like there's something off about them, you don't know what but it's there, niggling. Had me wondering if Zootopia Predators would be able to spot him, Judie wouldn't but being around Dex might upset Nick.
