There are a few reasons why Specter wears a magic collar. This is one of the reasons he wears the collar; doing his work in the lab, he doesn't notice Jackie. Jackie being the last person in a lab you'd want near anything electrical, was holding two big electrical wires. Specter noticing this, dropped the chemicals he had and ran for cover under one of his inventions as the lab blew up. He was later dug out after being covered in dirt and debris. He wanted to kill his mate's brother who was half way to Brazil... From northern Canada.
