is a Latin phrase from the Roman poet Juvenal and means:
Who watches the watchers?
or perhaps, more accurately:
Who will guard the guards themselves?
and asks 'who's watching the people who we hire to watch our for us?' like the police and politicians.
It's the catchphrase of the graphic novel "The Watchmen".
My version is:
Quis custodiet ipsos crustodes?
which is a very poorly done pun:
