That's something I pointed out, sort of, during the creation process. He explained it as her forearm fluff puffs being too thick to allow for it. And a case of "dain bramage" playing its role in the things she does with it. :p

So that was one hell of a bullet to the brainpan she survived (necessitating that cybernetic eye). She also has to be double jointed or something to bring her leg up to check her Pip-mon/Pipdex without dislocating it.
