It's how I always figured he would be, they haven't used him much and it really seems like the Crystal Empire, like a lot of Equestria, is an untapped resource. After all, his name is Shining Armor. There's an image to maintain if that's his name/purpose.

Not to mention that he's a prince. if having one baby makes him so tired, get a frigging nanny goat. Heck, I've got four and I never got that stir crazy or whiny about it. I mostly got angry.
