I use SAI! This isn't so much pixel art, just a drawing I colored and scaled.
I have a brush texture that's called "TV Pixels" that gives the lines a pixely bumpy look.

If you're familiar with paper textures and how to add them, brush textures follow the same process. I'm sure there are guides and texture packs out there, otherwise!
