This revelation makes it all the funnier if you remember back in Pokemon Stadium's Gym Leader Castle, when you fight the Gym Leader Lt. Surge. The dude has a Raichu that knows Surf and it surfs on its tail (Even though Raichu at the time was incapable of learning Surf. Cheating Gym Leaders)!
