Meet the Inspectors, Neon Lights' resident dystopian police force!
Equal parts Judge Dredd and Robocop (if you couldn't already tell from the pauldron and the pistol...), they are heavily augmented cyborgs with what little remains of their organic bodies covered by faceless helmets and futuristic superalloy armor. Having phased out proper police many years ago, their control over the city streets of Babylon Delta and beyond is absolute and few dare to openly defy them.

They use volunteers (at least nowadays), with a rigorous screening process to ensure viability for augmentation. Forcing people into it is a pretty good way to end up with a rebellious superpowered cyborg, as they haven't quite perfected the neural inhibitors yet.
