It looks great, but I think you shouldn't have given the artwork a shadow against the background, it looks weird. Maybe you could have used a pattern on the artwork to make it look more like the background map, like a aged photo with faded colors. Anyways it's just a suggestion, I love it and I really love the lineart.
The buccaneers of the 21st century are actually pirates from Somalia. They are impoverished, hungry, and desperate and will take to hijacking food and oil shipments and holding the cargo for ransom. It is not glamorous, it is not fun, and it is costing the nations of the world large amounts of money, both in ransoms paid and missing revenue. Don't glorify it!
They are pirates. They capture that disgusting oil tank ships which I hate with all my might. They annoy the military fleets of the whole world. So yes, I do glorify it. They might not be real buccaneers, but they are the only alternative this boring world offers at the moment...
