Yep, that's M. Bison, one of my favorite video game villains, drawn here as a Mewtwo morph and about to perform the infamous Psycho Crusher.

Thanks. When I first played the game, I actually nicknamed my Mewtwo M. Bison because the Pokemon reminded me of him for some reason. XoD
I have Vega(Zangoose) and Balrog(Tauros) in the works right now. I can't decide on a Pokemon for Sagat though (not Hitmonlee because it's cliche.)

Oh, ok. As for Sodom, he's that samurai-looking guy who shows up Street Fighter Alpha series as a playable character.
He originally was the second boss of Final Fight. Rolento from the same game also shows up.
Here are what the two look like in case you haven't seen them before.

That's very awesome, I like the glowy blue stuff (psychic-energy fire?). Though two suggestions? Can you save it as a higher-quality JPG? If you can see near the line art on brighter colors (like his red and blue uniform, and his tail) you can see it has this icky blurry stuff near it. It just makes the picture look ...not that great, especially since it's a big picture.
I also noticed you shade/highlight with different dark/light values of the same color as the base. Have you heard of color theory? One example is since the fire from is hands is a light blue color, he should have a light blue cast on him were the light would fall. And to have a bit of harmony with the background, reddish/orangey shadows would be interesting.
If someone else knows more about color theory then me, feel free to correct; I'm still learning the ways.
