More of a finalized design for Kirisha now with a full name and you can even see her human form as well. Since its just a design pic I didn´t go overboard with the tech.
The concept of using a somewhat anime inspired style for the human forms and the more realistic approach for her hybrid one is fully intentional. it adds to the overall feel of the entire setting. The green within green eyes that all transhuman hybrids have is well pronounced here as well. Note her youthful look. Sometimes when they switch back they can be in their early 20s, or even late 60s. Age is indeed confusing for a collective being with indefinite lifespan. She was born in 1984 so she´s actually 97 years old.
The blue colour for the uniform is the colour choice of the Imperial liberalistic ideology which she fully supports (and uses). Sometimes she feels she is the physical extension of that ideology and she is dead determined to spread the influence of the monarchistic republic (and her own) everywhere. But she´s not in a hurry. Right now she´s set on being elected empress.

Ah, yes. the laws of physics dictate that. The taller you are the bulkier you must be. Their bodies actually have no upper size limit, other then economic and social ones.
And yes, Kirisha is very alluring. A shrewd politician, and she simply is dominating in the political field. Both due to her rhetoric and her ehm... size (8,5 feet usually). And even though she almost always is in uniform during work, she really prefer wearing dresses.

My universe? THIS IS SPA.... Nah not gonna do that. Its our universe, our world. The real world. Just a few years in the future. Laws of physics apply, no magic. Just our regular (boring) world. And all hybrids are basically the same, there is no biological difference between them. All are biological collectives of independent single cells. They just have different physical features, but are all based on the human body as base structure. And as for psychological mentality thats up to who they were before and after transformation. No reptilian or feral instincts whatsoever. Unless they fake em.
Yes, she is almost bordering on becoming Empress because feels she needs/must be in order to help humanity forward. Power to help because she must. End justify the means. But she do know that she is close to stepping over that line. Consequentiality but still with a hint of morality.
And the nobility ranks used can only be earned, its illegal to share or inherit them. Thus she needs to be a minimum of Grand Duchess before being able to be elected for a first term (5 years) as Empress (the Kings and Queens of the divisions must approve first). After a completed term you revert back to your previous rank (highest is a four star Prince/Princess since King/Queen is also electable term based ranks).
Basic principle of the empire is that any citizen can reach any rank if they seek and are prepared to work their way up for it.
