This is Power Pirate, a parrot (scarlet macaw) supervillain with the power to copy the active powers of any nearby super.
He appeared in Part Two of my superhero weightlifting story, having a fight scene against Identity the bloodhound and NightVision the pantheress, and helping the villains' team cheat:

He was formerly a minor player in organized crime, doing vocal impressions for fraud schemes. However, one day when some supers caught up with him, he discovered he could mimic their powers as well. He's very into his pirate theming, even speaking in pirate vernacular.
