Is there a particular technique to covering up old tattoos like this, or is it just a matter or essentially coloring over the old one? I see that most of the new tattoo that covered up the old one is similar or darker hues of blue and black.

Yes there is... you have to go just above the old tattoo skin wise to get it to cover, as well you need to know which colors are the best for covering things :)

Cool, that would explain how the bits of green and silver on the necklaces and bracelets covered over the blue of the old tattoo. Thanks for answering!
