Hes a mythical creature known as an Ahuizotl
After moving from his drained lake in mexico, he now resides in Chicago where lake Michigan is plentiful.
Hes 100s of years old and has a low tolerance for others, and living in the city only makes it worse.
Ahuizotls had a tendency to drown their victims , so to cope with these urges he picked up smoking. He smokes a lot.
