After spending an INCREDIBLY short amount of time on sprinting speeds and records, and also comparing the Lamb Launcher's projection to something not dissimilar to a floating moped, I was able to work a couple numbers to come to a conclusion that--
honestly, these two are pretty even. Lillian has the advantage over actually using a vehicle, so she'd win in the long game, but in a short sprint, Jenny might be able to beat her to some destination, if not meet up with her right on the spot.
