Red lemurs are very rare, even though many zoos have one or two. The collar is... ekhm, not so pleasant to see here. Collars are for domestic animals, lemurs are not such ones

I'm sure it's not enjoyable. But it was a harness, not a collar. She has been hand raised by humans, so I suppose she could be considered somewhat domesticed. And the keepers/handlers had her out of her enclosure and showing her to the public, so they had to have some control of her incase something scared her or interested her too much. For her protection from the human herd, I would wager.
