Everything adds counters but nothing takes them away, so he'd be broken because he would just keep getting bigger and harder to destroy each time you phased him, with no penalty from using the other, technically more powerful/useful abilities. Mana of each color isn't that hard to come by (see Sliver deck) with proper mana fixing.

Technically because of layers, after using ability #2, the other ability is removed from the card, making him have the same abilities as what ever planeswalker he becomes plus the second ability. That means, if you play him, then immediately use his zero to become Ajani Goldmane, you have to wait till next turn to use any of Ajani's other abilities because he is still the same planeswalker permanent. But once it is that turn, you could choose to immediately use Ajani's -1, killing him and putting him back in the command zone, or use his +1 to gain life. then after a few turns, you can use his 0 he gained from being Crator to change him into another planeswalker, say Dak Fayden, and use his -2 to steal an artifact.

Crator himself has 1 loyalty, so it doesn;t really have any combo win with doubling season. His +2 gives you the option of adding loyalty and protecting him until you actually decide to go get a planeswalker with him.

The website only let me make a car with 3 abilities, otherwise I wouldn't even have a +2. I really was only focusing on His last to abilities for his design and the fact that he was 5 color. Does that make a bit more sense?

I still think a -1 loyalty ability would have added some balance.
