1. She doesn't want to give other beach-goers any ideas... Or heart attacks. Best to stick to the majority's outfit rules whenever needed.

That is by-far the most logically competent answer I've seen given in regard of a character's natural design. I'm finding myself evermore attracted to your characters with such consideration being put into not just the character, but those that may interact with them in any fashion.
