Very simple answer would be, no, cause he's incapable of being into anyone (romantically or sexually).
concerning the anthro mention: Anything not in accordance with the i.pity.mé universe, would be considered an AU. But even if AU, no.
That is to say: He would never initiate anything, but technically, anyone can initiate something with him. And if he's not busy, he'll let them. BUT...he'll either be really boring to them, or hurt their feelings: As he would be judging them every second, mostly with his facial expressions , and loudly. Only one person he would initiate anything with.
