Indeed it is, lower cost with better planes, able to mass produce SU-33's and SU-35's the SU-35 series models are almost equal to the F-22A, and carry more missiles, the SU-37 "Terminator" was nicknamed this because it was and is simply the most dominant air superiority fighter in the world, however... only 4 SU-33's were ever converted into SU-37's, they remain somewhat of an exquisite "Maxim", only outmanoeuvred by the S-32 (The SU-47's prototype) the SU-47 itself, and the SU/T-50 "PAK-FA", which is essentially Russia's ideal version of their own designed incarnation of the F-22A "Raptor", it's multi-role capabilities outmatch that of the F-22A, it's more manoeuvrable, quicker to turn, more advanced, has a more stable air-frame, and even in the ole of pure Air Superiority, crushes the Raptor ever so slightly less than the SU-37 simply because these newer designs carry less missiles, in favour of more technological advancements, meaning stealth implementations are very common among new aged/next-gen Air Superiority Fighters.
As for the SU-47, think of it as the worlds second most manoeuvrable Air Superiority Fighter, only second in said aspect to it's prototype, the S-32
Could it take down an F-22A? certainly, and with relative ease, however, the F-22A is far more user friendly (And a lot more costly), reserved for highly experienced pilots because of it's high reproduction cost, it could be flown by anybody with the correct training rather easily, on the other hand the SU-47 is somewhat of a masters only air-frame, which means it MUST be flown by someone who is prepared to fly it rather than just being reserved. ^.^'
