The text is "Vädret är en materialsport". In english "the weather is..." actually I don't know how to translate "materialsport". A straight translation is "equipment sport" and the term refers to a sport where the quality of the equipment is extremely important to your success in the sport. An extreme example being Formula One racing where it doesn't matter how good a driver you are, you still can't compete among the best if your car isn't among the best.

Cheap umbrellas have no place in Stockholm, although even the best umbrellas don't last long here, nor do they help much.
