The character I have for Trek, a large Caitian female, is... not what you would call the average Starfleet officer. Having been assimilated and liberated more than a few times has most definitely worn the "we come in peace" thing off. Now it's more "we come in peace, but be warned my ship is more than capable of turning your homeworld into a miniature sun if you attack unprovoked". Not that she'd go straight for the genocide button, but it makes a nice deterrent for random hostilities.

Not really. For instance, in Tellarite culture it is seen that the more blunt, direct, and oftentimes rude you are the more polite you are, and the more actually polite you are the more rude you are, so when in Rome.

Going back to the head-canon you mentioned, in mine she is more relegated to situations where a display of force would be appreciated. Gorn or Klingon meetings or where they know that another force will be attacking and a ready and able defense will be needed, no matter how much they want to claim they're not a military group.
