Within the ranks of the Skaviir, there is a saying.
"Not all albino Skaviir are psykers. Not all female Skaviir are albino. But if you see an female, albino Skaviir? She's probably a psyker."
I wanted something special for my Psyker Covens. They take up an HQ slot, for crying out loud, so they need to look special! I bought a box of the plastic Dark Eldar Wytches, and added some skaven parts to make leather-clad, female psyker-rats! They're a little weird looking, but they really should stand out from the rest of the army, and yes, they WILL be albino Skaviir once painted.
