They are! There are certainly instances where something about their mutations may alter their personality or behavior - largely in the same way tumors might when they occur in the brain or organs that produce related hormones - but they are otherwise just people learning to deal with the weird shit they've been dealt, and who happen to look really spooky now.
One of the primary things I avoid in Defans Amis (and like 99% of thing I make in general) is characters that can be accurately defined as 'good' or 'evil', although and despite their appearances implying one or the other.
