What Sammy is referring to in the speech bubble is his Sky Forme. This conversation takes place about a week after Sammy first used his Sky Forme. They're in a locker room, most likely right before or after training.
Sky Forme has been trying for Sammy. The new 'personality,' the new ability, the new strengths and weaknesses. Learning to fly isn't going well, even with Burst's help, and he's still having trouble adjusting to the physical changes. The cape is forever unconsciously flaring up and laying flat, he's about ten pounds lighter, and keeping his ears out of everyone's way is tricky. Additionally, Sammy can't hold his Sky Form if the Gracidea Flower isn't close, or if he gets too chilly.
As if that wasn't enough, ever since the first day Sammy showed up with the cape and the big fluffy ears Sorbet hasn't let him alone. Now, Sky Sammy is more cheerful than his Land Forme counterpart, but everyone has their limits.
In Sammy's defense, Burst did buy him those boxers.

...Does anyone else read these BUT me? ^ ^;;
Still, I will say that.. well, without jumping the bandwagon with a line like this:
"Happy Sammy is happy."
Its the first time I think I've seen you actually use VIBRANT colors on him. And that is... pretty rare. Yet it suits him in sky form. [As I suppose it's a grass type. Wearing pastels works.]
In this particular picture he also looks...well.. I suppose.. more light hearted.
[In short, Sky form looks like Alternate Universe Sammy where he grew up without having to put up with Burst's problems, antics, and overall shenanigans. ]
In short. Where Sammy grew up happy and SANE.
...Which seems like it's.. much to.. Sorbet's pain. [Well, depending given how much he's picking on Sammy. Who doesn't even seem to mind too much and STILL looking happy.]
