They are wearing clothing for function mostly, particularly to transport objects, raincoats and gloves against the cold or the claws wearing off on hard ground (decoration as well, but that's usually fairly small things). There actually are some cultures that wear clothing out of shame, but those are few and far in between. Most prefer to wear as little as possible because it messes up their feathers.
