Camo's young rival "The Neighbor" was crossing the river from his own territory on the other side in an attempt to catch Camo by surprise. However, Camo has surprised him in mid-stream by slipping out of the brush and calmly having a drink from the river. All of this will be made clearer with more frames before this in the eventual novel.
At first, when I put these two separately drawn pics together, I was like - "oh, no, they don't look like they're looking at each other at all!" Then, I realized that this was rather serendipitous - they're avoiding eye contact with each other, because eye contact = a challenge. I guess that's also why they're not exactly in line with one another (The Neighbor looks to be a bit further away from us than Camo does).
Those are vultures in the backdrop, coming around to see if there's going to be a fight.
The Neighbor may be given a real name later on (I don't think he calls himself The Neighbor, that's just how Camo thinks of him).
