Unfortunately for the captives, I think this underground dungeon would be quite secure and there will be nobody to hear the screams of laughter, and I imagine it won't be that long before the unfortunate captives vocal cords are strained. They are rather adorable anthro pokemon though, so it would be hard to resist and at least this tickle torture doesn't look to have any malice behind it. With the wagging tail and licking generally being an affectionate gesture amongst canines, the 'torturer' just seems friendly and playful and with two heads makes for being very proficient for the task, though I'm not sure how the captives would rate him on his performance.
