This is Suzan Birkin , A.K.A. Liquid Dragoon- one of his many, many dragony-thing type characters.

I tried a something a little different with the highlights/shadows this time around. I made two copies of the original color layers and monkeyed around with the levels until they were adequately light and dark. Then I used layer masks to hide/ unhide what needed to be hidden/unhidden. I think it works OK.
