I use a mix of Photoshop and paint tool SAI--sometimes I make my own brushes. There's no way to know which brush is right for the situation without experimenting and playing around with it.
The default Photoshop set is pretty good--and there are a bunch of artists on deviant art that have brush sets for free--those are great too.
Brushes are no replacement for fundamentals though. They don't make you better. It's all experience.
