Sorry to say, but this looks horrible without a body suit. I cannot see a way to make this work as a partial, except for the narcissist who wants to show off his or her similar Corgi character to his or her acquaintances. And that would be a shameful use of this costume.
Make the body suit. Sell it complete. Don't let this work of beauty be ruined by leaving it incomplete, please.

If its a matter of sizing, I have a PDF on my site which has my measurements which I have used to customize a bodysuits to fit quite tightly.
I think it's in scraps but check the gallery too.

Also, I recommend bring the "crotch" of the body suit down just a bit, about halfway down the thighs. It'll have a great effect, making it look like a true corgi with the short legs. It would mean some padding and some serious work on the pattern, but it would like spectacular. It's also entirely possible to make a full foam padded body suit for it, but that would be a LOT of work.
I sure miss making costumes... But, I've got sails and shade cloth and sidings and all kinds of projects to do that are just as fun and challenging.

The partial fursuit looks already very beautiful and adorable.

The face is very perfecly sweet and fits great to the typal corgi-look.
It sure would be great to see this cutie in future as a fullsuit, but even if not it's a great and fantastic costume to be proud of.
