this seal is both a bloodline and summon contract seals
first part the bloodline is a ice type bloodline give person the ability make ice using the water in the areas as well making puppet like creature out the ice this the person has ability control the ice puppets . only draw back is the bigger the creature the more chakra is need to keep it stable but one can make many small ice puppet like insects and large number . also the person have range limit 1 mile with there ice puppets
second part summoning contract of this seal allow the person and the person off spring to summon ice type creature to there realm if need of help the number ice type creature still unknown
