Actually I did a bit of research on this name because I had used Faolan as a name for one of the characters in my stories and then named my Sheltie.
According to a book called; 'Gaelic names for Celtic Dogs' Faolan (pronounced 'Faylan') means wolf. But in the same book Faol (pronounced 'Fwaol') also means wolf. Then from research online I discovered that Faolan is supposed to mean 'Little Wolf' while Phelan means 'Like a Wolf'.
When I named my puppy Faolan I chose to use the Americanized pronunciation of; 'Fay-O-Lan'
As to which is the proper usage and pronunciations of any of these I suppose might have more to do with what part of the Gaelic-speaking lands one comes from same as many areas of America speak the same language in their own dialects.

The trouble with Gaelic is it's one of those languages where things tend not to be pronounced the way they're spelled. That's why I say that I pronounce Faolan in an Americanized way because I pronounce the 'O' which is silent in the true Gaelic version. At least according to the phonetic examples given in my one book.
