It was hard to determine Foxy's gender when he was made into Mangle back in FNAF 2. I think it's safe to assume Mangle/Funtime Foxy's gender can be considered female, due to the "lipstick" and the "fingernails" being pink.
I think they just throw it around just to throw us off. :/

And even back in FNAF World, the descrtiptions of the character rotated around He, Her and It with all versions of the character.~
I think Mangle/Funtime Foxy is to FNAF as Fatigue is to the Bedfellows.
The only difference here is that, other than Foxy in FNAF1, there was no pre existing material, like a comic, that was still being made under the new material that gives you solid evidence of what the character actually is.
Example, Fatiques' gender and sex isnt joked about in the comic, and is dead set on him being male and gay.
Unless...the book, The Silver Eyes counts. Lol
