I don't know what a tanuki is.. XD But bears do have tails. Short one's but they do have one.

Yes, Tom Nook is indeed a tanuki.
Tanuki are one of those real life animals that's also a part of Japan's fairy tail monsters, like the kitsune and such.
They are actually know for those statues, and there's an entire island in Japan, Shikoku, that is famous for making them.
The large testicles are said to be a sign of good fortune and well being, rather than something sexual in nature.
