Everyone keeps saying Doc Brown, but my first thought was that it was the first incarnation of the time traveler called "The Doctor," a.k.a. "Doctor Who", "Dr. vonWer", and "Qui Quae Quad."

In all seriousness, he does look a lot like the original actor to play Doctor Who, William Hartnell. He's kind of like your kinda-creepy Victorian grandpa who sometomes kidnaps people when he travels through time. He mellowed out after the regenerations kicked in. ;)
