Maybe a treasure chest with the glowing blue sharktooth, as it being a remnant of an ancient non-human underwater civilization And now that you are one of them, you start to rebuild this shark-civilization?

Haha, that is up for you to decide, if you turn peope forcefully or look for people that want to leave their human lives behind and start anew in the shallow reagions of the oceans. ^^

Maybe forcefully turn some bad guys, you know, like illegal fishers or whale-hunter, forcing them to live a life in a place they have been destroying. ^.=.^
