Fallen Angels or something right? they have a Maxima clone too
though I wonder if it's not the other way around. SNK does have a tendency of gathering ideas for chars from other sources. Prime example is Benimaru (Jean Pierre Polnareff from Jojo's Bizarre Adventure 3) and Chris (Seta Soujiro from Ruroni Kenshin)

I did some digging, it's Daraku Tenshi: The Fallen Angels, the character name is Cool.

I'm bringing this much detail up because this game is actually decent, the animation isn't too bad and its fun to play if you haven't tried it already. Yu can break things in it too which is always good.
