More than an excuse to do a work of Bogo, to me he is more a mysterious character. To notice that each character tends towards a spot on the emotional expectrum and that some taints complements every action they make is fascinating. Is not because he is big or something like that, is more the fact that he gets so angry at some specific things, like when he states that he have to just deal with the transfer of Judy, is not because of her, is because he didn’t get a choice. Even at that status he is not capable of chose the direction of his actions or will to some degree; the other thing is the badge scene, as he demands to fulfill her part of the bargain he gets angrier and angrier. Is not that he is short temper. Is more like that he was already angry. Almost that this situation were kind of common, or maybe something like that happen to him.
The other candidate was Finnick, but there is a key difference between the two. Finnick doesn’t have anything to lose, picture a Bogo that loses all that holds dear: His city, his partners, time, Ideals, love. (Many of this actually possible in a profession as dangerous like the police) All because his voice wasn’t hear, all that work and sacrifice in vain, all that hate, the pain. That alone makes him a perfect vessel of the red plasma. He is capable of great anger and wrath indeed,and thus. A bearer of a red ring.

I agree with your logic. In the comics, the Red Light is not born only out of fury and rage, but out of injustice. I could definately imagine him giving into rage after suffering great loss and he finally gives in. While, on the surface, Finnick seems to work, when you get into both lores, Bogo works better.
